Northern Rail Parking Ticket

Does anyone know who is responsible for issuing parking tickets at Northern stations, particularly Woodlesford. An appeal is required but the paperwork has gone missing.

Are parking tickets administered out of the Debt Recovery and Prosecutions Unit (DRPU, Northern Rail Limited, FREEPOST NEA 3188, Bradford BD1 1BR.) or are they issued by a contracted third party?

MODs: unsure where this lives as it isn't a dispute as such and isn't about a train ticket!

I've no idea.
But if it is a private parking company, then it's probably best not to tell them who was driving in any appeal (which they will reject).

it isn't me as i don't own a car ;) The paperwork or at least some of it has gone to the registered keeper.

Depends what the appeal is. I have had one upheld about the factual matter that my car was not, and never had been, parked in the car park where it was alleged to have been parked. I think it was Parking Eye, FWIW.

The Protection of Freedoms Act 2012 (section 56 & schedule 4) allows unpaid parking charges to be recovered from the registered keeper if the actual driver can't be identified, unless the vehicle has been stolen. This was brought in as an alternate remedy for private landowners following the ban on wheel clamping.

Not on land subject to railway byelaws!
(other than any land on which the parking of a vehicle is subject to statutory control )

No, indeed. As far as I am aware, if byelaws apply, they are also allowed to carry on clamping.

Why part in the car park, most people park on the hill or in the housing estate opposite, much to the house owners annoyance.

I've read this a few times, where no-one seems to know who owns car-parks and land adjacent to a station!

If someone can give out parking tickets, then that is only with the consent of the land owner; so the parking company must know who the land owner is? If land has no known owner, who's responsible if a sign falls over and dameage a car? If the bays are marked out wrongly/illegally?

I think all land is registered with the Land Registry. Is there an option for private people to enquire there?

If the car park is on railway land with railway byelaws, it should be noted that the rules are different to some run-of-the-mill car park.

Indeed; as far as I know improper parking on railway land is a byelaw offence.
