I have heard from a genuine and reliable source that rumours are flying around Virgin that they plan on making all pendos into 11 car sets rather than just the 31 sets they had intially planned.

and if they have any sense/a few spare pennies they will order some 7 car sets for Scotland Birmingham cascading some 221s to XC and doubling up al Welsh runs
I don't think so but i find it doubtful that there will be as on the 11-car versions the ratio is about right (4 to 7) whilst I imagine on the 9-car versions the extra first class carriage probably is still worth more in revenue than a standard class carriage.
I did a thread on various seating ratios late last year. The 11-car Pendolinos finally compare favourably to other intercity formations (such as EC HSTs). The original 8-car layout was truly, truly abysmal!
Judging from jopsuks numbers I'd say that they were four and four. Totally crazy! I assume the reason for it was the original plan to offer three classes on VT services? Otherwise it seems to make no sense.
Ah yes, for some reason I didn't read the last line!
Yes, I think there was a third class plan, an equivalent of the old Silver Standard that ran to MAN and LIV under BR, hence for years what is now First was called Club Class.
