Do the evening peak restrictions applied by some TOC's apply only to Off Peak TC's issued at a NR ticket office or to all Off Peak TC's?

There are none as far as I'm aware - the only restrictions on any off-peak travelcard issued anywhere are pre-0930 only. (They are valid up to 0430 the following morning IIRC.)

I have in my possession - holding it in my hand - a current FGW pocket timetable #10 (London Paddington-Greenford) which specifically indicates that Off-Peak TravelCards are not valid on the six departures from Greenford between 16:16 and 18:46 or on the five departures from London Paddington between 16:15 and 18:18.
This is indicated by blue shading and the text explanation of the blue shading states "Off Peak TravelCard tickets to and from the London area are not valid for travel during shaded times."

An off-peak travelcard from Greenford to London Zones 1-6 has restriction code B1. I believe that this is the same as any "in zone" off-peak travelcard. Different restrictions may apply to travelcards that go outside the zones, however.

Restriction Code: B1

OUTWARD TRAVEL
By any train except those
timed to depart Mondays to
Fridays before 0930

RETURN TRAVEL
By any train

I presume this is the booklet we're talking about? That is very poor on the part of FGW. It says:
Off-Peak Day and Off-Peak Travelcard
tickets to and from the London area are
not valid for travel during shaded times.

By "to and from the London area" they seem to be referring to Out-Boundary Travelcards and tickets from stations outside the London zones. But as Greenford is within the London zones, and all the stations between Paddington and Greenford are also within the zones, there is no afternoon restriction on Off-Peak Travelcards and they are valid all day from 0930 onwards.

And there are no Off-Peak Day tickets (i.e. apart from Travelcards) available from any of those stations anyway.

How confusing!

As far as I am aware , evening peak restrictions on Off Peak tickets from Paddington only apply to longer distance services with the first stop Reading, or first stop Slough on one or two. Even that's conditional as it doesn't apply to off peak tickets where the Paddington leg is just part of the journey.

One day off peak travelcards are supposed to give unlimited travel after 9.30 within the Zone 1 to 6 area which includes FGW to West Drayton and Greenford.

There are no evening restrictions on off-peak day Travelcards for travel entirely within London zones 1-6. On an outboundary Travelcard when making the return journey out of London zones 1-6 to the origin point, there may be a restriction, which will be independent of where the ticket was purchased.

Any publications to the contrary by a TOC are wrong.
