I don't think I've seen anything official about how the post HS2 ECML, WCML and MML services will be franchised or allocated, and wouldn't expect it any time soon.

I've mentioned this elsewhere but I'd expect HS2 to be multiple franchises, probably slightly different to today, but probably including a mix of ECML/WCML/MML/Chiltern/XC franchise services or their replacements in some form.

On what basis ? Well I can't think of any other UK operator that currently runs 180 trains with 550/1100 seats on each train.
