Rail mentions in budget report

Rail was certainly not something Hammond mentioned much in his budget speech. In the full report I've found the following mentions (the ones in speech marks are direct quotes)

1. Change from RPI to CPI for rail fare increases 'over time' and 'if practicable.' So basically they'll look at it but won't necessarily do it. I seem to recall there was some mention of Grayling wanting rail workers to accept pay rises based on CPI levels first.
2. "Network Rail – Following a competitive bidding process, Network Rail agreed the sale of its commercial property portfolio on 10 September 2018. The sale generates net receipts of £1.27 billion, £170 million above the forecast at Spring Statement."
3 "£291 million from the Housing Infrastructure Fund, funded by the NPIF, to unlock 18,000 new homes in East London through improvements to the Docklands Light Railway"
4 "Northern Powerhouse Rail will transform the economic geography of the North, connecting cities with faster, more frequent services to boost growth and improve the experiences of passengers across the region. The Budget announces up to a further £37 million to support the development of Northern Powerhouse Rail, building on £300 million already committed to ensure HS2 infrastructure can accommodate future potential Northern Powerhouse Rail and Midlands Engine Rail services. The first business case of the scheme is due at the end of the year."
5 "Improvements to enhance the seawall on the Dawlish rail line"
6 "A new East West Rail company has been established to accelerate the delivery of the central railway section between Cambridge and Bedford. The government is providing a further £20 million to develop a strategic outline business case for the railway. This will explore which routes best support the government’s vision to unlock up to 1 million new homes by 2050."
7 "The government confirms its commitment to work with local partners, and to provide new road and rail links to best achieve its vision for the Arc." Not sure exactly what that means.
8 "The government is considering the recommendations of the Independent Affordability Review of Crossrail 2, and will consider the case for the project at the Spending Review."
9 "The Department for Transport and the Welsh Government continue to develop proposals for a number of potential rail schemes within Wales."
10 "A new 26-30 railcard will be introduced by the end of 2018, offering a one-third discount (subject to a minimum £12 fare in the morning peak) to around 4.4 million 26 to 30 year olds in England, Scotland and Wales."
11 "The Budget confirms a more streamlined process for compensating passengers affected by rail delays. A one-click delay repay system will be introduced as a requirement for future rail franchises and will be available to those passengers with advance purchase and season tickets."

I think in context “The Arc” is Oxford-Bedford-Cambridge transport links. EWR is part of it, but there also a new road planned in the same area.

FFS just build the bloody thing already. We've had decades of content-free yapping and goodness only knows how many chunks of x million wasted on paying parasites to strategically develop frottage assessment cases so the government can pretend they're doing something. We could have had a railway up and running years ago if they didn't keep on with endless repeats of this rubbish, we don't need yet another lot of it to put things off even more.

You really need to watch "Yes Prime Minister" to hear that classic line by Sir Humphrey about "loads of productive work by civil servants". ;) Believe me, there was an awful lot of truth laid bare in that series.

That's over £16,000 per house. I hope the developers appreciate his generosity.

Apparently money to buy land and expand Beckton depot, to build a new Thames View station (apparently near the future Silvertown Tunnel) and buy a number of new trains. There is no funding for a link to Thamesmead. I'm not even sure TfL are spending much on the development of the Thamesmead link despite the Mayor having mentioned it in the past.

The use of capital funding for some new trains is a bit peculiar as TfL's previous Board Papers on future DLR rolling stock envisaged them being wholly leased because TfL will simply not have sufficient capital funding in the early 2020s to buy new trains directly.

where have you been for the past 2 years?

this is basically a re-hash of what's been on the table to get peoples @rses in gear in the first place, window dressed to get through planning committees etc,to make it look like something has actually been done....which could have got done 2 years earlier on half the budget.

I suspect it’s the new fleet. That was badged as increasing network capacity by 30%.
nothing to to with EWR then if they have been reducing platforms to 4 car capability.

..or maybe their version of EWR thinks cambridge north is a success.

quite agree. They are very adept at finding/creating work for themselves to do.

I’m seriously confused here. Why are you mentioning EWR in response to a comment about the DLR fleet expansion? Where exactly are platforms being reduced to 4 car?

This thread started out with a list of items found in the whole budget, not just EWR.
