can an Advance Ticket be refunded due to not travelling because of the severe weather at the intended destination?

Yes. Where were you travelling to? Presumably the train company has issued advice that there is disruption due to severe weather?

You can apply to the retailer for the refund.

If the weather (or any other reason) caused your intended train to be delayed or cancelled, and you chose not to travel, then yes, you can obtain a refund from the point of purchase with no fee.

Thanks, the retailer is saying Advances cannot be refunded full stop and the associated Off Peak ticker for the return can only be refunded less £10 handling fee.

This is a very common problem. If you're sure the train wasn't running as normal than you can certainly insist that they should provide a refund with no fees.

I would escalate this with the retailer and ask them to look at Condition 30 of the National Rail Conditions of Travel.

http://www.nationalrail.co.uk/Conditions of Travel 2016.pdf
30. Your right to a refund if your train is disrupted and you choose not to travel

30.1 If the train you intended to use is cancelled, delayed, or your reservation will not be honoured, and you decide not to travel, you may return the unused Ticket to the original retailer or Train Company from whom it was purchased, where you will be given a full refund with no administration fee being charged. This Condition applies to all Tickets, including Tickets (such as advance Tickets) that are otherwise non-refundable, and also applies if you have begun your journey but are unable to complete it due to delay or cancellations and return to your point of origin.

If you changed your plans and chose not to travel, but the train still ran as normal, then no.

If the train was cancelled or severely delayed, then yes.

If the train ran but you were acting on the advice of the TOC or other TOCs then you may be able to get this refunded. Additionally, if for example you were informed that whilst your train was running it would be unlikely that your return journey would be running then you may well be able to get a refund.

Whilst this was the other way around last year i had a pair of advances to and from Aberdeen. The weather closed in and most services to Aberdeen were cancelled. I decided not to travel and got a refund. After a little persuasion VTEC refunded me the return advance ticket too as they understood that i was unable to get up there in the first place. I am not sure if they are obliged to do this or it it were more of a good will gesture.

As others have said, if the train you are booked on is not running or the TOC advises you not to travel, then the retailer has to refund under section 30.

If you just decide you don’t want to travel any more then there is no right to a refund.

A second the last post. If either the train was delayed or cancelled (or if you were told that you're reservation would not be honored) OR the train company advised you not to travel, you are entitled to a full refund on both Advance and walk up tickets without any administration fee being charged.
