Can a RPI from one TOC fine you for not having a ticket on a different toc train.
- On the train or At the station barriers

Yes, in many cases TOCs have agreements to share revenue protection operations. In these cases a RPI can issue a Penalty Fare or report a passenger for further investigation for any of the TOCs involved. (Pedantically, they cannot fine anyone).

At one point London Buses RPIs were going to work on London Overground before the responsibility for revenue enforcement passed to the operator

Back when the details of each TOC’s penalty fare scheme was available on the DfT website, there was usually an annex detailing all the reciprocal agreements, station by station.
