I guess that depends whether you read that sentence as saying the franchise ran from 2006 to 2014, or the dodgy behaviour ran from 2006 to 2014.

Maybe there is a clue in the wording of the two announcements I quoted. The latter mentions contraventions of franchise agreements (which warranted imposition of a penalty) whereas the former merely identified evidence of similar behaviour during the previous franchise agreement (presumably not enough to be considered as a contravention?)
