It hasn't operated since March before the lock down. When it resumes will depend on the COVID situation and also when all gauging and Traction training to work with Mark 4 stock is complete. This also has been delayed by COVID

No, TfW on-train catering is suspended until further notice unfortunately.

I believe the COVID situation has also delayed the Mk4 introduction as well, so that might have a knock-on effect for when the Premier Service can be reintroduced.
