A question for those on here who can access this hidden document.
The Office of Rail Regulation | June 2012 | Fares and ticketing – information and complexity report sets out one of its objectives as

Improving access to general information about rail products – the industry Retail Manual will be made available online to allow individuals and organisations full access to details of the range of products and services offered;

Can this not be done quickly and easily now by simply removing the login requirement?

Or is being tweaked before being made public?

I would expect so. For example, one of the predecessor documents of The Manual was the Ticket Examiner's Handbook. It would not be appropriate to place in the public domain details of what a ticket examiner should look for in order to detect fraud.
