The Transport Strategy covers all modes of transport but plenty about rail in the capital. The 'final version' is published today :

It includes detail about the devolution of suburban services to TfL.
[It amuses me that all the photos seem to be taken in sunlight and warm weather, at a time while we're walking around in thick coats and boots, trains are cancelled, and roads are under a layer of snow and slush!]
