Rather unsure on this as the TFL website is unclear,

Would a zone 1-6 off peak be valid on National Rail services within London?

Cheers,
Richard .

What others have said.

You can see how the rail system fits into the zones with this very useful map:

http://www.tfl.gov.uk/cdn/static/cms/images/london-rail-and-tube-services-map-250.gif (WTF, where are the PDFs on the TfL maps page?)

As others have said, bear in mind this is NOT valid on rail services between London St. Pancras and Stratford (HS1), and between Hayes & Harlington and Heathrow (including the whole of Heathrow Express).

It should not be forgotten that any paper travelcard, whether Z1-6 or Z1-9, is not valid at the following stations unless additional validity is purchased at the time or other ticket(s) covering the journey is used: Purfleet, Grays, Chafford Hundred, Ockendon, Brentwood, Shenfield, Broxbourne, and Watford Junction. Oyster PAYG is valid though.
