Hawarden, although not a winner, is in there with two (named) stations for a population of c13500.

It also has an airport.

Pontefract also notable for having three stations for a population of 30000.
Although Hawarden Bridge is not in Hawarden....and Hawarden is a village and not a town.

Had the proposed new nuclear power station at Sellafield gone ahead, a third station was to have been built at Whitehaven in addition to Whitehaven (Bransty) and Corkickle.

Where was that going to be built?
It would have been at the other end of the Mirehouse estate from Corckicle station where a contractors barracks was to have been built. In view of the size of the workforce to build the new power station of the size of the one being built at Hinckley Point, the local area was judged to be unable to support it with existing available accommodation. Another consideration was the road network around the Sellafield site at inmuster and outmuster times where there is already a snake of traffic back to Whitehaven known as the ‘Sellafield Snake’.

Newhaven, East Sussex. Population 12,800. Two stations, and a recently closed disused third station too.

What makes for a 'town'? A market charter?
Traditionally, yes, but these days just an urban area, that's not a city, but bigger than a village, with a population of 5,000 or more, or maybe 7,500 or more. Likely depends on who is making the definition, and for what purpose(s).

Actually 3 stations as New Lane is in Burscough as well
It is, but not exactly near the village centre. Think I'm right in saying there's no car park at New Lane. And see also post #32, upthread.
