I'm looking for train services that run wholly within the same Council area (such as for example the Stourbridge Town - Junction service runs wholly within the Dudley Council area)

This includes services wholly within the same City/District/Borough/County Council area, but not "Combined Authority" areas (so a service wholly in Kent would count as that's a County Council area, but a service wholly in the West Midlands CA* would not count as that's a combined Authority.)

* - except where the service is wholly within 1 Metropolitan Borough Council, such as the Stourbridge example

(GB Mainland only)

Obviously there will be many, many examples that are wholly within Greater London (not sure what level authority this counts as), although not sure if any stay in the same borough.

The Brighton-Hove shuttle is wholly within the Brighton & Hove City Council area.

In Scotland there's a few entirely within the Highland council:
Inverness-Kyle of Lochalsh
Inverness-Thurso/Wick

If you count short workings on the west highland:

Fort William-Mallaig (highlands council)

Dalmally-Oban (Argyle & Bute)

The Crewe-Chester shuttle was, until Cheshire County Council was abolished in 2009

Reading - Newbury (all within the county of Berkshire - however now split up into smaller authorities)

I wondered if the handful of Moorgate extras which start at Finsbury Park might have run entirely in Islington, but having looked, Moorgate station is just inside the City of London boundary... Bah.

There are some Coryton to Cardiff Central/Bay services that run entirely within Cardiff City Council area.

Slough - Windsor & Eton Central is also wholly within Berkshire (although this one is slightly contentious as Slough used to be in Buckinghamshire!)

Cathcart Circle and the Maryhill line are both fully within Glasgow City Council I think.

I think Berkshire is only a ceremonial county now.

Slightly mystified by the rules and the strange ceremonial counties discussion but does the Portsmouth-Southampton shuttle service work?

Depends at what level. Both are in ceremonial Hampshire but I think Portsmouth City Council and Southampton City Councils are their own local authorities

There's a small number of short services on the Tyne & Wear Metro that run entirely within Newcastle, between Newcastle Airport and Regent Centre.
