Depends at what level. Both are in ceremonial Hampshire but I think Portsmouth City Council and Southampton City Councils are their own local authorities
Alright I'll try the Tonbridge to Strood train. Again mystified with Unitary Authorities not being listed on OP's post.

Slightly mystified by the rules and the strange ceremonial counties discussion but does the Portsmouth-Southampton shuttle service work?

I don't think so as Southampton and Portsmouth are separate unitary authorities and the train passes through Hampshire County Council area between them. It also passes through Fareham and Eastleigh district council areas.

I think part of the problem is the OP has listed several different 'layers' of Authorities without explaining if they are drawing particular distinctions or comparisons.
I'm looking for train services that run wholly within the same Council area

This includes services wholly within the same City/District/Borough/County Council area, but not "Combined Authority" areas
A county council may cover several district councils, for instance.

Strood comes under Medway Council, Tonbridge and Maidstone are Kent County Council. Despite Medway being in the historic county of Kent.
Sittingbourne-Sheerness shuttle anyone?

Alright Thank You :)

I am trying to pick one in Surrey but I am not sure any services exist. Then you have to select which level as it extremely rare for one train to only stay inside Reigate & Banstead Borough Council for example but it may stay inside Surrey County Council.

This is probably the least accurate we’ve had. The service passes through 4 council areas! Preston is obviously it’s own, it then passes through South Ribble council without stopping, Croston is in the Chorley council area and Ormskirk is in West Lancashire.

I think Berkshire is only a ceremonial county now.
That's right. There is no such thing any more as Berkshire County Council. It's split into West Berkshire, Reading Borough, Bracknell, Slough, Wokingham District, Royal Borough of Windsor and Maidenhead.

Bradford FS to Ilkley is an interesting one. Starts in Bradford and ends in Bradford, but goes in and out of Leeds council area.

Services on the KWVR are entirely within Bradford.

Exeter to Barnstaple, Axminster, Exmouth, Paignton, Plymouth, and Okehampton, plus all the combinations of these that work through Exeter

How? Exeter city council to Plymouth City Council? It isn’t staying in one council?

Sorry the rules are a little tricky to plan around.

But all inside the boundary of Lancashire County Council... So not inaccurate at all.

You could have had Wakefield-Knottngley, if you ignore the extensions to Goole (which I don't know if they're still running). But they now start back from Leeds. Forget I mentioned it...

Pre-1997 the Brighton to Hove, Seaford, Eastbourne and Hastings local services were all within the county of East Sussex. These days only the Brighton-Hove shuttle would qualify.

Manningtree-Harwich Town services run entirely within the Tendring District Council area.

Also in Tendring, there’s a handful of Kirby Cross- Walton shuttles at start and end of service (and all day Sunday). There’s a similar set-up on the Witham-Braintree branch, entirely within Braintree District Council.

And rounding off Essex, Colchester - Colchester Town shuttles are obviously entirely within Colchester Borough Council.

More obscurely, the 06:50 Fishguard Harbour - Clarbeston Road (and 07:20 return) runs entirely within Pembrokeshire.

Scraping the barrel a bit, but in addition to the Cornish branches, there’s an 05:20 Penzance-Truro service entirely in Cornwall (presumably a unit for the Falmouth service).

Given that tubes have been mentioned, albeit some lines are entirely within Greater London anyway, then thinking of ones within just one borough...

Back in my childhood there was the fine old one-carriage Acton Town - South Acton shuttle on the District Line. All (just) in Acton Borough; now part of Ealing Borough.

Holborn-Aldwych, though, spanned a borough boundary, both pre- and post-GLC boundary mergers.

All of these following local Eastbourne to Hastings/Ore and Ore/Hastings to Eastbourne trains would count:

EASTBOUND - MONDAY TO FRIDAY:
• 05:10 Eastbourne to Hastings 05:37
• 06:29 Eastbourne to Ore 06:57

EASTBOUND - SATURDAY:
• 05:30 Eastbourne to Ore 05:58
• 05:46 Eastbourne to Ore 06:21
• 06:43 Eastbourne to Ore 07:15

EASTBOUND - SUNDAY:
• 07:26 Eastbourne to Ore 08:01

WESTBOUND - MONDAY TO FRIDAY:
• NONE

WESTBOUND - SATURDAY:
• 22:15 Ore to Eastbourne 22:52

WESTBOUND - SUNDAY:
• 22:35 Ore to Eastbourne 23:05
• 23:25 Hastings to Eastbourne 23:57

They all run entirely within the East Sussex County Council area.

Also i need to check the timetable but i remember there was some Redhill to Reigate and Reigate to Redhill shuttles in the past. If these still run today then these would count too. They run entirely within the Surrey County Council area and also entirely within the Reigate & Banstead Borough Council area too.

Both Ipswich - Felixstowe and Ipswich - Lowestoft run entirely in Suffolk.
