Has any government ever been toppled because of the effects of their policies on tourism though?
In isolation, no. Because places with excessively repressive governments tend not be highly dependent on tourism to keep their economies going. But in combination with other forms of isolation, it certainly will help.
Boycotts never get 100% participation anyway, and they'd need to in order to have any effect.
That's not so. The inevitable price rises that go with dealing with companies/countries that are willing to break the boycott can be highly effective even without 100% participation.

Also, in repressive regimes the people in power and/or their cronies are the ones who benefit from the foreign exchange gaining industries like tourism so a boycott has an exaggerated targeted effect.
