Not so much the local elections as the Mayoral one. The old PTE/PTA/CA managed to get a funding deal (£1.2bn rings a bell) without having to commit to a Mayor, but the new funding deal means we have to have one. The CA becomes a Mayoral Combined Authority, and the reverse takeover by the LEP is complete... whether they get additional funding and the ability to spend it wisely I leave to the reader.

Like other successful transit schemes: in stages. It's entirely logical to set out a general masterplan and then build it out step by step. No doubt some details will change and the overall plan evolve over time.
