The official answer is:
Section 1: The last 12 weeks of section D of the WONS (General instructions and Notices)
Section 2: Section 1 of the Previous PONs

Anything not resolved after 6 months in the PON's usually ends up in the sectional appendix.

I read my WONs 'Signalling and Permanent Way alterations' and 'General Instructions and notices' sections. Never read a PON.

And get your mailbox bombarded with 8 emails rather than just 1! I never open mine, it’s too much of a mess.

The WONs are useful on email but I carry a PON in my bag.

Does anyone actually read it.......

It lives in my bag for a week and then goes into the bin...repeat weekly! If it's important it'll be in the notice cases. Endless pages of overnight engineering possessions aint of any interest to a passenger driver!

Updates are not carried forward from PON to PON. To keep the sectional appendix up to date, the updated page from the PON must be inserted into the sectional appendix and the old page disposed. It won't be in the next PON. If you don't update the SA from the PON each time one is published, the SA quickly becomes out of date.

I pretty much use WONs now only to refer back to see what the fallen SPATE boards originally referred to when they're sat lineside on my return from leave...
They lost all value for me when the production period was increased from about a week to about a month. PONs don't seem much better; I certainly wouldn't rely on them for unimportant stuff such as GSM-R contact numbers for signalboxes which have yet to appear in the GSM-Rs own phonebook.
You are aware of the fact that TSRs are by definition published in the WON? If it isn't in the WON it isn't a TSR. WONs are published weekly and run from 0001 every Saturday to 2359 every Friday.

The intention of the PON is very different from the WON.

I guess we are talking WONs here. Might not be a necessity but might be useful to see if the route you are driving over involves single line or Bi-Di working...at least gauge a little how late you might be.

I'm also aware that certain parts of the railway had a tendency to place TSRs rather than ESRs, TSRs which never made it into the WONs. In fairness it's a while since I saw one, but then it's also a while since I've driven on one of those parts of the railway...
A TSR not in the WON isn't a TSR.

If a TSR is not in the WON, the report it :) as it will need to be an ESR if a TSR is extended beyond the published date, then it becomes an ESR with the associated boards (or caution)

As for the WON being a good guide to possessions and their limits....."could do better" :)

yip! Its a needless waste of paper in this day and age and I've found it usually contains inaccurate info - especially when it comes to TSRs that are either not there or they move them in the wrong direction to whats listed in the WON.

Yes. Although NR seem pretty ambivalent about reports from drivers in our area about missing/faulty equipment. Approx. 11 AWS magnets on just one of our routes have been reported on a daily basis by most drivers for almost 18months now for giving a horn instead of a bell at green signals and they fail to fix them! It doesn't inspire drivers to report things when they get ignored. This lack of action makes drivers lose faith in the system and cease reporting minor faults as they believe they are being ignored.

That's not acceptable, I can understand that frustration but I've never had it quite so prevalent. AWS is one of the most important safety systems when used correctly.

A response from NR was "drive to the signals. it takes x amount of weeks to get a replacement AWS magnet delivered"! It is only by the professional driving of drivers on this route that no SPADs have occured as a result. A couple of the magnets have been faulty for so long it's almost taken as a given that its a green signal when you get a horn.
