What does this plate mean on this sleeper?

There was another one on the other line with arrows facing the other way so the arrows mean direction of trains but the rest I have no idea or ever seen before.

Is it a third rail line and indicating where earthing straps are to be applied?

Lewes tunnel ends at 49m 67ch, so this sleeper is c.60m south of the Tunnel. Lewes has 12-car platforms on the London side and the Down London platform runs under the road bridge and IIRC is definitely closer than 60m to the tunnel mouth (the up platform is tight to the tunnel mouth).
