It depends on how you were brought up. Not so easy when you've been brought up to feel inferior to others.

Not everyone relishes conflict, and I don’t think that’s anything to ashamed about. Personally I find a good evil stare often works just as well, I’m told I do quite good ones!

But then we're back to:
.... she didn’t say he needed a seat for any particular reason.
If there was a reason, then she should have provided that reason, asked politely, and checked with the lady who was already sat down if this was okay (she may have her own reason for requiring a seat; you won't know unless you ask)
