Stourbridge junction has a bay platform though. You can't access it directly from the mainline but its still there.

Sandwell & Dudley?

Dudley has a population of 194,000.

Does it have any terminating services?
Both Sandwell/Dudley and Dudley Port stations are in the Borough of Sandwell.

The Borough of Dudley contains both Stourbridge stations (which both have terminating trains), Lye, and Coseley.
