Do London Underground staff count as Civil servants?

Would LU staff count as civil servants, at least for Costco membership!

Staff badges show "Mayor of London" so perhaps more likely to go under local government worker if there is such a category.

I joined costco by taking a wage slip in with me, and if there is a shortage of fuel you can go to the front of the que as you are an essental service

Someone recently mentioned that now I work for a TOC I should be able to join Costco- is it straight forward & is it really any better than say Lidl/Aldi etc

I more or less got ambushed by Costco salesmen pushing memberships at one station - I told them I worked for a TOC and they were more than happy to have me as a member.

If you buy brands then Costco is worth it, but otherwise I find it costs more for the products I buy.
