Are the Depot Operations Controller Mobile considered to be the equivalent of Qualified Train Drivers once they‘ve completed all training and assessments?

Worth noting that as a DOC Mobile you would also be a panel operator and plan all depot movements as required (sometimes at very short notice) as well as driving. It's a lot to learn and a huge responsibility, so the salary reflects that.

Is that only at bedford they do both because at three bridges they are only shunt drivers?

Yes that's correct.
I believe the original plan was for Three Bridges to do it as well but that idea was scrapped shortly after the depot there opened.
