A month ago, I was on a Voyager XC service, with the guard (or OBS?) walking through the train checking tickets. I overheard a converstation where a passenger wanted to buy an additional ticket from the guard for a future journey. The guard replied that he didn't have his ticket machine with him so couldn't sell him the ticket.
I thought that was strange. If the guard had encountered someone without a ticket on the train, what would the guard have done? I think he was only carrying something which looked like a mobile phone scanning e-tickets. On my carriage, it seemed everyone had tickets, so I didn't get to see/hear what the guard would have done.
I also encountered 2 similar instances on SWR recently. Normally, SWR guards have a very obvious blue ticket machine hanging around their waist. In both instances, the guards who checked my ticket didn't have the blue machine - they were only holding the mobile phone, scanning e-tickets. What would they have done if someone didn't have tickets?
(Note, only the XC guard said he didn't have his ticket machine. The SWR guards didn't say such a thing - it was purely my observation. Unless they've moved to newer and smaller ticket machines which are not so obvious)
