I don't know the answer to that question but I'm surprised the assumption is that there's little demand. If there's going to be a service from Cleethorpes to Lincoln and beyond, which destination is likely to generate the most patronage? I'd have thought London.
Already it is recognised that Lincoln merits a regular service to London and that some trains should be extended to Lincoln. If so, why not combine them with the current service between Cleethorpes and Lincoln, and have East Midland trains terminate at Lincoln?
Why? because it is a waste of resource. Personally I would run almost all of the EC trains that should go to Lincoln to York. There are much better connections into the wider network there.
I would serve Lincoln like Hull - a couple of peak hours trains each way - if at all.
