Would it work better if the wobble train went to an from rugeley via walsall or from international?

i know turnarounds have been considerably tight at the rugeley end?

I think track was removed towards Stafford, I might be wrong, international is best as crews are manageable, if they play their card right.

You cannot get a train out at Rugeley because of the timetable, not the infrastructure. You are not getting another train to International apart from whats there now.
