The nearest to what you want are the regional Railway Track Diagrams produced by TrackMaps often referred to as Quail Track Diagrams as originally published by Quail. They also produce a national publication TRACKatlas of Mainland Britain. They are available from Ian Allen bookshops - see http://www.trackmaps.co.uk/ for more details.

Just covering London is the London Railway Atlas which is now in its 3rd edition.

I see edwin_m got there before me!

Just a quick note since you specified it in the OP - the TrackAtlas doesn't show goods depots and sidings, it only gives an indication of its existence. Quail provides all track details.
