Yes, there's a plan. But when will it happen? Your guess is as good as mine. The wiki page on this - http://en.wikipedia.org/wiki/Oyster_card_(pay_as_you_go)_on_National_Rail - is a little out of date.

I seem to remember that September 2009 was the target completion date, but that this is likely to slip.

Latest I have heard is sometime in September 2010.
