You're missing the subtle wording in the document...

"Top Speed will be limited to 100mph"

That doesn't mean that they are 100mph units, it means that they will have a formal limitiation to prevent them exceeding 100mph.

Bit like my mates new Jag, when he glanced at the speedo on the M40, he found he was doing over 140mph. Keen to keep his licence, the software has been limited to prevent him from exceeding 90mph.

Can you give any reason why you'd need to do anything over 100mph between the two cities?

(unless there's a brand new line built between Edinburgh and Glasgow which avoid flat junctions/ slower trains clogging up the line by stopping at Bishopbriggs etc)

The units should have a lifespan of 30-40 years and will most likely go beyond Edinburgh-Glasgow. Perhaps Carlisle/Lockerbie, Berwick Upon Tweed, Perth even Inverness/Aberdeen.

It would be unwise to assume that there will be no significant changes to the Scottish Infrastructure that would permit higher speed running during the period.

Unless Wee 'Eck is prepared to make a formal statement to say that his government will never invest in infrastructure to permit speed increases on the rail network in Scotland.

The bus takes about 3hrs 30min, the Train 1hr 15min to 1hr 30 min, no competition.

To be fair, any reopened Waverley route to Carlisle would be a good bit slower than the current Edinburgh - Carlisle services (via the curve outside Carstairs), so the difference in time for Galashiels - Edinburgh/Carlisle (against the bus) is more pertinent

No surprises there they seem to change their story on that point with the weather!

Or did one individual post his own ideas so many times people have been somewhat taken in?

That FOI response (specifically in answer to question 1) suggests to me there have never been any serious plans - TS have only specified 100 mph - while still leaving it likely that there'll be lower speeds on those sections that can't be economically raised to 100 mph...
