Aren't those the ones that were built on the frames of old steam locomotive tenders? Or did they replace those snowploughs? Or have been misinformed entirely?

it is odd that label. It appears on many items of equipment - i suppose it is easier than changing the label to read not to be loose shunted rather than hump or loose shunted!
