Where does it say tory?
However, if the LUL is already under TfL / DfT control then why not consider brining the contracts back under direct control

TfL is the Authority responsible for LUL as part of the GLA aka Boris Johnson. The Prestige (Ticketing) PFI was brought back in house last year and Tramlink was at some point as well (though maybe by Ken).

There is a sense of irony that a Tory mayor has nationalised something privatised by Labour!

The only things that are now still PFI/PPP are Power, BTP Police Stations and Connect (radio and bandwith services)!

Transport for London to acquire the shares of Tube Lines

· Bechtel and Amey (Ferrovial) agree sale of their equity in Tube Lines to Transport for London

· Deal allows greater flexibility in the delivery of vital Tube upgrades

Mayor of London, Boris Johnson and Transport for London (TfL) today set out a revised arrangement that will enable London Underground (LU) to work with the private sector, including Amey, to deliver vital Tube improvements, as they announced that they have entered into an agreement to buy the shares of Bechtel and Amey (Ferrovial) in Tube Lines for £310 million.

The agreement, when concluded, will involve no extra financial call on the Government, London's fare payers or taxpayers in relation to the upgrade of the Tube. Freed from the complex PPP structure, TfL is also confident of generating substantial savings, with greater flexibility to manage the Tube upgrade programme, alongside all the other improvements being delivered across London's transport network.

TfL will now review the PPP upgrade programmes with the objective of delivering the Tube improvements London needs, with the minimum of disruption for Londoners and businesses and delivered with the best possible value for money. In particular, the agreement means:

· Tube upgrade and maintenance work can proceed without further calls on fare payers’ and taxpayers’ money, meaning there will no longer be any PPP funding gap;

· A revised approach can now be taken to reduce the impact of line closures on customers and businesses, beginning with a much less disruptive upgrade programme on the Northern line;

· Amey (Ferrovial) will continue to provide management and maintenance services on the Jubilee, Northern and Piccadilly lines on an ongoing basis. Bechtel will continue to work with LU for an interim period to ensure a smooth transition of the capital works programme to LU;

· LU’s first priority will be the completion of the Jubilee line upgrade, delivering more frequent and reliable trains, as soon as possible;

· LU will now be able to establish the best way of delivering the upgrade of the Northern and Piccadilly lines, within available funding and with synergies achieved alongside its existing upgrade programmes for the Victoria and Sub Surface Lines (Circle, District, Hammersmith & City and Metropolitan lines).

Mayor of London, Boris Johnson said:
"This deal is excellent news for London. Freed from the perverse pressures of the Byzantine PPP structure, I am confident that London Underground and private contractors are more than capable of delivering the improvements to London’s transport network we need, on time and on budget.

“There is much work ahead of us, but this arrangement provides the greater flexibility we so desperately need to minimise disruption to Londoners and businesses and ensures that this vital work will be delivered in a more cost effective manner.”

London Underground Managing Director, Mike Brown said:
"This new arrangement will enable us to work even more directly and collaboratively with the management and staff of our private sector partners to deliver these vital improvements to the Tube, and I welcome that. I would also like to acknowledge the contribution of Tube Lines’ shareholders, management and staff to the improved operational performance on the Jubilee, Northern and Piccadilly lines over the last seven years.

"The Tube now carries more than one billion passengers a year and we must continue to improve the capacity and reliability of our services in order to manage anticipated growth in jobs and population and to secure the future prosperity of London and the UK."

· Completion of the sale is anticipated by 30 June 2010. PFI/PPP was a disaster! Something to do with Gordon brown wasn't it?!

Of course it was nice to have lots of new things built. But perhaps not when it'll cost over twice as much, takes 30 years to be paid for and doesn't work - as for being ENRON style in not being on HMG balance sheets....

Some of the first PFI projects were brought in by the previous Conservative government, before Labour came to power
Some have been a success, others have been a disaster
Equally, you could argue that the rail network is one big PFI project in order to get new rolling stock on the network that the government knew it couldn't afford

I see it as bad for Londoners, they acquire a company the arbiter has said they should pay an extra £400m to for conveniantly £400m. This company was responsible for any financial risks in the project and any overruns would have been picked up by the private sector, now public sector has to bear those risks.

Tubelines was operating on a 6.6% profit margin, this profit being reabsorbed saves Tfl 290m of the purchase price, which means that if the independant arbiter is right Tfl now has a £510m black hole in its finances.

This has naff all to do with the Tories (who are not in power, it is still Labour until the coalition is sorted out) so could you please explain what this has got to do with the Tories!

I await a sensible, factual response!

Essentially it does as the Mayor of London, on which the TfL comes under their control, was a Conservative candidate and Boris Johnson is still a member of that party
There is then the DfT component that needs to be considered...

Remember that even Thatcher did not want to privatise BR, saying that it should remain in public hands. John Major stated that BR should be split into a recreation of the 'big four', but AFAIK it was the Treasury which insisted on the convoluted, byzantine system we're saddled with today (and which Labour has done little to resolve - although state control of the railways has increased dramatically following the abolition of the SRA). In an interview with RAIL Alistair Darling (when he was transport secretary) said that Labour would have prioritised the railways anyway, which was unexpected from a 'socialist' party.

Oh, and Ken Livingstone, who's considerably more left-wing than Mr Brown, was opposed to PPP.

The Tubelines Consortium and the PPP was set up long before Johnson took over, so to suggest that somehow this is all the fault of the Conservatives is either to ignore the facts or represents the start of the Labour fightback based on historical revisionism :roll::roll: So Soviet, so Labour.

To his credit Johnson has taken a wise step, however I do know for a fact that staff at all levels within LUL did everything they could to make the Tubelines fail by non-co-operation and obstruction at every interface.

It will be interesting now to see LUL staff put their money where their mouths are and deliver at the stated price.

On the basis that it can take 2 years odd just to move a Driver's walking route by a few feet to carry out a simple depot upgrade will give you an idea of the bureraucracy that is indemic in that organisation, along with a huge dose of the "not invented here" approach.

NYC took over the subway system in 1940. Since then, the State Of New York allows them to spend money when they can siphon it from the federal Gov't. That is one reason why The second Avenue Subway, planned from the 1920's wasn't built then. Oh it's being built now. But the alternate rail line, the Second Avenue Elevated, was torn down in 1942, and the new subway may not be open until 2015 or beyond. Thanks government. Thanks for being in control.

It may have escaped your notice that he was democratically elected.
