I think Z could be used by an African country but O could be confused with a zero ,,so my six guesses would be X, Y, O, I, V, U, and a punt at T in case it get confused with a Y. oops that was seven!

This is like trying to guess the winning lottery numbers.
Four of those letters are correct

I and J were ones I knew. And was willing to take a punt that Q was used by Qatar.
I suppose V is used for the Vatican City.
And might U have been used in the past for the USSR (but no longer)?
My guess of G was that it might have been reserved for the UK (in a similar way to how we have both .uk and .gb top level domains on the internet, but only use one.)

No new guesses from me at the moment, but we'll see what the morning brings (if the question's still unsolved).

I read this recently - I think it was HMP Wandsworth?

It's not Wandsworth.
A bit of a clue: Wandsworth retained their gallows for capital offensives (treason and piracy) and was dismantled in 1994.
This prison did the same and the execution suite was dismantled in 2003.
Effectively capital punishment in the UK for treason and piracy was abolished in 1998.
