That is indeed what I mean. The poor/absent isolation means that the DC side of the charger is actually live at mains voltage. Take a look at the bigclivedotcom YouTube channel for examples of these poor quality chargers.

I'm a subscriber to Clive's channel and the first thing that came to my mind reading this thread was the cheap pink charger from China song.

I'd say it's fairly common, Americans have mains outlets in the bathrooms, and it's fairly common on the continent to have a washing machine in the bathroom.

Aside from a substantial number of bathrooms in Europe, for example. Their laws are a lot more relaxed it seems.
