It depends. Technically, if one uses a service before 5am, one has to make sure that there are no other services (IE: the 2 hour rule isn't broken). But, nobody should be discouraged from using the first service of the transport day. (Transport day generally re-starting at around 3-4am, depending.) This is the first time I've questioned it, because the gap for the "overnight" was so short.

This sounds like a bit of a headache that has developed! As with most things in this game, please apply common sense to the rules. I think a sensible conclusion has been reached in that the game play as continued, if there any further queries on this front please contact a QM directly. Thank you!
