ELR codes refer to a set of tracks (or a right-of-way between a pair of places); a timetable line code refers to a single track (or may be a pair if not bi-di or reversible).
So while BML2 indicates the route via Southampton, it means nothing to the signaller as he wants to know which *line* to route onto. Line codes here include FL and SL - I think also US for the reversible.
