If 800/801 deliveries haven't commenced yet.
Where did the stock to form this set come from?
Did they withdraw a handful of HSTs when the electrification shuttles started?

The diagram I saw shows as a through working? But you're dead right!Just slight difference:-
1555 Newton Abbot terminates Plymouth and then forms 1755 Plymouth to Penzance, separate trains.

As a point of pedantry, the XC door/PRM conversions have no connection with GWR - it is XC’s five existing sets that are being converted. But anyway, there was a schedule of HST replacement and withdrawal from GWR, and this is under way... to allow for door and PRM conversions for GWR short sets, Scotrail '7 cities', and XC.
Is it a future change to become a through working?

That might be the theory, but the reality is the spares pool was pushed too far and there have been short-formed HSTs consistently since then.It effectively came from GWR’s pool of spare vehicles, not by having to withdraw a set.
