National Routeing Guide update

Some more changes were published on Thursday and yesterday.

Thursday's changes comprised some easements for the Waterloo works.

Two easements were added:
700734 (Manual) During engineering works affecting London Waterloo between 05 and 28 August 2017, customers travelling to or via Vauxhall will not be able to interchange at Clapham Junction. This is to ease overcrowding of platforms at Clapham Junction. This manual easement applies in both directions​
This does not affect the validity of a journey using the shortest route by rail, of course.

700735 (Doubleback) During engineering works between 05 and 28 August 2017 customers travelling to Vauxhall may doubleback via London Waterloo. This easement applies in both directions.​
As there is no route mentioned in the easement, this affects "not via London" tickets and the like.

Easement 30230 had a sentence (or something punctuated as one) added to it. This changed it from:
030230 (Circuitous Route) Customers travelling from Vauxhall to Clapham Junction and beyond may not travel via London Waterloo. This easement applies in both directions.​
to:
030230 (Circuitous Route) Customers travelling from Vauxhall to Clapham Junction and beyond may not travel via London Waterloo. Except during engineering works affecting services at London Waterloo between the 05 and 28 August 2017. This circuitous route easement applies in both directions.​
This means that 30230 does not contradict 700735.

Yesterday's changes were more varied.

Permitted Route changes:

Dartford (DFD) to London Group (G01) gain SV​
This now has mapped routes via both Hither Green and New Cross (there were already routes via Hither Green and Peckham Rye on NK+VL).

Easement changes:

Added:
700736 (Routeing Point) Customers travelling from Sheffield to Farnborough Main may travel via Basingstoke. this routeing point easement applies in both directions​
As things stood, the "not via London" fares in the NFM64 list are cheaper from Basingstoke, but the other ones are more expensive. All are now unequivocally valid via Basingstoke.

030186 has changed from:
Customers travelling via Liverpool South Parkway may doubleback via Liverpool Lime Street. This easement applies in both directions.​
to
Customers travelling via Liverpool South Parkway to or from Runcorn may doubleback via Liverpool Lime Street. This easement applies in both directions.​
This now only affects people travelling to or from Runcorn, and not those going further.

700733 has changed from:
Journeys from Surbiton to Cosham, Hilsea, Fratton, Portsmouth & Southsea and Portsmouth Harbour, routed (00635) "via Woking" are valid for travel via Effingham Junction. This easement applies in both directions on Saturday 5, 12, 19 & 26 August 2017 and Monday 28 August 2017​
to:

Some more changes were published yesterday (Wednesday). The most recent official change summary is the one from 5 July. The changes are:

Dartford (DFD) to London Group (G01) gain FL FL+VL lose CT NK+VL​
This journey no longer has mapped routes via Hither Green and Peckham Rye.
It now has mapped routes:
via Barnehurst and New Cross; and
via Barnehurst and Charlton.

The newly added routes are some of the ones which were removed in March 2015.

Motspur Park (MOT) to Wokingham (WKM) gain DK+TW+WX​
This journey now has mapped routes via Clapham Junction.

There is a train which goes from Morecambe to Carnforth (and on to Leeds) without going through Lancaster on the way. In the National Rail Timetable, this train is shown as if it went through Lancaster without calling, however. This means that the route via Lancaster is the shortest route for the purposes of the routeing guide, and so that this easement has no effect. I don't know what any journey planners make of it, though.

Think it's pretty standard for people to have an ear to the ground where stakeholders discuss the impact of things they have responsibility for.

Well done to whoever it is at ATOC who is reading this forum and implementing these positive easements :)

Given that that particular service / route combination has existed for many years, why is it that a local easement is needed now. What have people been doing all these years past, travelling illegally?

Alternatively, what happened recently for journey planners to suddenly start refusing to allow such journeys to be shown?

Should persons unknown stop fiddling with the system to remove a perceived anomaly only to create more errors which then need further fixes, which re-create the original anomaly etc.

I think the route has not been permitted since Carnforth was added to Lancaster routeing group in March 2010. Prior to that it would have been permitted by the "through trains to and from common routeing point" rule, as indeed still applies for journeys such as Silverdale to Morecambe.

Indeed, they seem to have got into a cycle of tweaks and adjustments that can't be stopped, despite the fact that the routeing guide is only supposed to be changed at most 3 times per year and even then only after consultation with transport Focus and DfT approval.

I seem to recall that until the last franchise change the only Hest Bank services were Barrow - Lancaster - Morecambe - (Hest Bank) - Windermere, so not calling at Carnforth then next stop Bare Lane (or vice versa), whereas now there are services which are Leeds - Carnforth - (Hest Bank) - Morecambe - Lancaster.

If that the case this is to some degree a new route which may explain why it hasn't come up before.

I am puzzled by the easement prohibiting Vauxhall passengers from lnterchanging at CJ. If a passenger from the Reading line was to disembark there and take the following Windsor train to Vauxhall from the same platform (or the equivalent in the down direction) how would anyone know and who would stop them?

I think the intention of the easement is just to try and stop journey planners recommending a change at Clapham Jn for the duration of the engineering works. For example if you search Ascot to Vauxhall on NRE as per your example, it is recommending a change at Staines rather than Clapham.

It's to try and reduce overcrowding, there is no intention to actually enforce it and start penalty faring people who change at Clapham.

The (1605 Lancaster) 1619 Morecambe to Leeds has been running via Bare Lane/Hest Bank for years.

It was a PSUL for TPE (I can remember having one of those project mapping maps downloaded which had a dotted pink line to Morecambe)

Still exists as the 0546 Lancaster to Windermere (http://www.realtimetrains.co.uk/train/Y03242/2017/08/08/advanced)

In addition to the service to Leeds which go Lancaster - Morecambe - Leeds. I don't think anything heads into Morecambe from the North (in passenger service)

700738 (Circuitous Route) During engineering works between the 12 and 27 August 2017 Customers travelling from Chorley, Buckshaw Parkway, Adlington, Blackrod, Horwich Parkway and Lostock to destinations between Chorley and Bolton and destinations via Bolton are not allowed to travel on rail replacement bus services via Preston . This circuitous route easement applies in both directions​
I don't know if this is an attempt to restrict tickets which are normally valid that way, or stop people taking advantage of the different routeing rules ticket sites use for rail replacement buses.

The easement restricts travel on buses via Preston, but doesn't stop you from catching a bus to Preston, a train to Wigan, a bus to Bolton, and on from there. If you have a ticket for which this route is valid, of course.

The latter.

But tickets already sold remain valid, as per the itinerary provided of course.

Would I be right in think that if someone bought a ticket before this negative essentials was added, they could take the circuitous route.

Didn't know they did - and all those are of course double-backs anyway.

How do the rules differ?
The rules differ in that a bus typically does not pass through the same stations on its route that the train it replaces would.

Ticket sites tend to give routes which differ in other ways. This is a good thing, as engineering works can turn a fast route from A to B into a very slow one. I'm not an expert on any of them, so I can't say what they're actually doing, but if you look at journeys along the Preston-Bolton-Manchester line on (say) NRE at the moment, you should be able to find routes which are shown as valid but which you'd never get with trains.

There were some changes made yesterday (between when I checked for updates and when I posted last). These were all changes in map sequences, and were as follows:

Grantham (GRA) to Manchester Group (G20) lose GS+MN​
This journey no longer has mapped routes via York or via Selby.

Lincoln Central (LCN) to Manchester Group (G20) lose JL+MN​
This journey no longer has mapped routes via York (it had none via Selby before this).

Manchester Group (G20) to Newark Group (G47) lose DB+NS MN+ER
Manchester Group (G20) to Retford (RET) lose DB+NS​
These journeys no longer have mapped routes via Leeds or via Huddersfield.

Manchester-Newark now only has mapped routes via Sheffield or via Stoke-on-Trent, and Manchester-Retford only ones via Sheffield.

Some more changes were made on Friday. ATOC have added some summaries for recent updates to this page on their web site, but not yet for this one.

Most of the stations on the Ebbw Vale line (Ebbw Vale Town, Ebbw Vale parkway, Llanhilleth, Newbridge, Crosskeys, Risca and Pontymister & Rogerstone) have lost the associations they had with Newport.

Except for Ebbw Vale Town and Rogerstone, these have all been associated with both Cardiff and Newport since at least April 2014. Pye Corner has never been associated with Newport.

This has no effect on the results you get from the pubilshed data. Cardiff Central is the only station which isn't on the Ebbw Vale branch but has distances listed to stations on it, meaning the shortest route goes that way. There are no mapped routes from stations on the branch to any other station, as they are not included in the NFM64 list at all.

Ticket sites may show things differently, but I wouldn't expect too much. There are only 13 routeing point which have different map combinations available for routes to Cardiff Central and to Newport, and this makes no difference for two of them (Basingstoke and Lewes) anyway.

In addition, easement 700738 has been altered from:

This journey no longer has mapped routes via Otford and Beckenham Junction.
It now has mapped routes via Maidstone East and Orpington.

There are also some new mapped routes which go via Swanley and Grove Park. The diverted trains aren't due to stop at New Cross, but the route using it as far as Chislehurst is new, as is the route doubling back at London Cannon Street.

To provide routes via Clapham Junction for stations associatted with the Surbiton Routeing Point to the West Country via Clapham Junction, Staines and Reading new map permissions added

Changes to DE (which remains a map sequence for Dover-London by itself) mean that, when trains are diverted via Swanley and Grove Park, it may have extra mapped routes via Otford and Chislehurst. The scheduled route between Dover and London for Monday is one of these.

To ensure mapped routes exist when trains travel from Swanley to Grove Park without passing the Bromley South Group Routeing Point
Map DE - LONDON TO DOVER VIA ASHFORD changed (1 added link added Swanley to Grove Park)
Looking back, the same link was added to SV in February, but did nothing for someone travelling with one ticket when trains were running on their standard routes as as none of the trains which went that way stopped between Rochester and New Cross.

There are some additional trains using the line due to engineering work.

On Monday (28/8), some trains are diverted via Swanley and Maidstone instead of Orpington and Tonbridge between London Bridge and Ashford. I know of diversions scheduled via Swanley and Grove Park on 3/9, 4/9, 15/10 and 22/10, but not all for the same route.

DE is now in the same situation as it. What is allowed by this change depends on the diversion in operation on the day.
To overcome fares checking which prevented journeys being valid via Effingham Junction and Guidford to Reading to destinations to and beyond Plymouth easement added

700739: Customers travelling from Oxshott, Claygate and Hinchley Wood to Plymouth and beyond with tickets priced (00000) Any Permitted, may travel via Effingham Junction. This routeing point easement applies in both directions
Claygate-Plymouth tickets (as an example) come in "+Any Permitted", "via Salisbury" and "+AP Slough" versions. Someone travelling from Cobham & Stoke D'Abernon to Plymouth can use any of these routes via Guildford (and, with the possible exception of "+AP Slough", will generally find these quicker than going through Surbiton). Someone travelling from Oxshott can now use "+Any Permitted" ones that way.

700740: Due to engineering works between 15 and 19 November 2017, Cross Country services to and via Cheltenham Spa and Bristol are diverted via Swindon and Bath Spa. This map easement will create temporary mapped routes that will apply in both directions.
I can only find a diversion for this at the weekend (18th & 19th). They're diverted via Newport on weekends before this, which has its own easements (including 700717 and 700697 below).
700741: Due to engineering works on the weekends of 11/12 and 18/19 November 2017, Virgin Trains East Coast services are diverted via Spalding and Lincoln. This map easement will create temporary mapped routes that will apply in both directions.
That is to say, Newark-Lincoln-Spalding-Peterborough non-stop. I notice that trains are scheduled this way from 28th October, with no trains scheduled to stop in Grantham.

These two easements don't seem to have been implemented at all by nationalrail.co.uk (as as example) yet.
Easement removed as no longer relevant following creation of Gilberdyke as a routeing point

030014: Journeys from Brough, Broomfleet and Gilberdyke to Doncaster and beyond may travel via Selby. This easement applies in both directions.
How much of a loss this easement is depends on how much you feel an easement can do, but it may be a bit annoying if you're trying to get to (say) Headingley.
Removed easements dated for engineering work

700688: Due to engineering works at weekends , between 11 February 2017 to 28 May 2017; Public Holidays Good Friday 14 April, Easter Monday 17 April, 01 May and 29 May 2017. And everday 30 May 2017 to 18 June 2017; rail replacement services will not call at Birkenhead Hamilton Square. Tickets priced on (00369) VIA BIRKENHEAD, will be valid on rail replacement services that call at Birkenhead Central. This fare route easement applies in both directions
700694: During engineering works affecting Great Western services between 08 and 15 July 2017, tickets priced on fare route (00810) NOT VIA READING will be valid via Reading.
700715: Between 19 May 2017 and 14 July 2017 customers with promotional fares, (ticket codes EGG; EGH; NW1; NW2; NW3; NW4), priced on route (00127) SWTRAINS ONLY may travel on South West Trains services via Clapham Junction where normally travel via Claphm Junction is not permitted. This fare route easement applies in both directions.
700718: During engineering works between 08 and 15 July 2017, journeys to Bath Spa from or via Didcot Parkway may travel via Bristol Temple Meads. This map easement applies in both directions
700720: During engineering works in preparation for HS2, on the 26 and 27 August 2017, customers travelling to Penrith, who would normally travel from London Euston, may travel via London Kings Cross, York, Newcastle and Carlisle. This map easement applies in both directions.
700721: Due to engineering works between Birmingham and Nuneaton, customers travelling from mid Wales to or via Ely on the 17 and 18 June may travel via Tamworth, Nottingham and Grantham. These map easement will create temporary permitted routes that will apply in both directions.
700723: During engineering works in preparation for HS2, on the 26 and 27 August 2017, customers travelling to Rugby, who would normally travel from London Euston, may travel via London Marylebone, Leamington Spa and Coventry but not on Cross Country Services. This map easement will apply in both directions.
700724: During the closure of London Euston on the 26 and 27 August 207 as a result of HS2 preparatory engineering works, journeys between London and Manchester; Wilmslow and Stockport will be permitted via London Kings Cross and Leeds on Virgin Trains East Coast and onward to Manchester on TransPennine Express services. This Fare route easement will allow tickets priced on (00452) Virgin West Coast & Connections to travel via Peterborough on Virgin Trains East Coast Trains services and operates in both directions.

700729: During engineering works in preparation for HS2, on the 26 and 27 August 2017, customers travelling to Penrith, who would normally travel from London Euston, may travel via Carlisle. This routeing point easement overrides fares checking and applies in both directions.
700733: Journeys from Surbiton to Cosham, Hilsea, Fratton, Portsmouth & Southsea and Portsmouth Harbour, routed (00635) "via Woking" are valid for travel via Effingham Junction, on Saturday 5, 12, 19 & 26 August 2017 and Monday 28 August 2017. This positive fare route easement applies in both directions.
700734: During engineering works affecting London Waterloo between 05 and 28 August 2017, customers travelling to or via Vauxhall will not be able to interchange at Clapham Junction. This is to ease overcrowding of platforms at Clapham Junction. This manual easement applies in both directions
700735: During engineering works between 05 and 28 August 2017 customers travelling to Vauxhall may doubleback via London Waterloo. This easement applies in both directions.
700738: During engineering works between the 12 and 27 August 2017 Customers travelling from Chorley, Buckshaw Parkway, Adlington, Blackrod, Horwich Parkway and Lostock to destinations between Chorley and Bolton, or to Salford and Manchester, are not allowed to travel on connecting rail replacement bus services to interchange at either Leyland or Preston . This circuitous route easement applies in both directions

2 easement(s) changed - to add in new dates in November

700717: Due to engineering works, Cross Country services via Bristol Parkway will be diverted via Newport (South Wales) between 02 and 15 September and the weekends of the 04/05 and 11/12 November 2017. This map easement will create temporary permitted routes via Newport (South Wales) that will operate in both directions.
700697: From 02 to 15 September, and the weekends of the 04/5 and 11/12 November 2017 during engineering diversions via Newport South Wales (with journeys travelling through Severn Tunnel Junction twice). This doubleback easement will apply in both directions.
These have just had the November dates added to them. The changes haven't yet been implemented on nationalrail.co.uk. Easement 700697 started out a bit more clearly worded than this, but it has included any full sentences.

In addition to the above, the company name has been changed in easement 700716. It now reads:
700716 (Fare route) Fares, (ticket codes EGG; EGH; NW1; NW2; NW3; NW4), priced on route (00127) SWR ONLY may travel on South West Railway services via Clapham Junction and Staines to Wokingham where normally travel via Clapham Junction and Staines is not permitted. This fare route easement applies in both directions.​
If you've already bought a "SWTRAINS ONLY" ticket, you are still permitted to travel on any trains South West Trains provides on the route, of course, as well as any trains which run on an itinerary you happen to have been given (particularly important with NW1-4 being advance tickets).

Removing that easement for the Bolton blockade was a silly move if it now permits the silly double-backs, the RRBs are still running for a few days due to the Moses Gate water main collapse. :lol:
