Following on from the terminating short thread, I was thinking about services which start, terminate and run entirely within a city/town. I will exclude London as there are many examples in the capital, and also exclude metros and tramways. So far all I can think of is the Cathcart Circle and Queen St to Maryhill/Anniesland services in Glasgow and the Cardiff Bay to Cardiff Queen St service in Cardiff. Any others?

Pretty sure there's an early morning Wrexham General-Wrexham Central service (also doubles up as the shortest service in Britain IIRC) and a couple of late Ryde Pier Head-Ryde St John's Road (and vice versa in the morning) services. Can't think of any more regular ones other than those listed however.

Morning and Evening trains between the two Wrexham stations. They are, in effect, positioning moves to get the train to and from the "Main Line" station to the Bidston "Branch" station to operate the service.

Assuming you are going by current LA boundaries:
Morecambe and Heysham are in the City of Lancaster, though there are longer distance workings as well as the shuttle.

The KWVR is entirely within Bradford Met, though that may not be the most popular thing to flag up. Bradford to Ilkley is a near miss, as Guiseley is in Leeds Met.

If you allow short workings, Bradford to Shipley, Leeds to Horsforth, Brighton to Hove, Exeter SD to Cen or StJP.

    In Cardiff, Coryton to Radyr.

On the Cross-City line in Birmingham there are trains that only run between Four Oaks and Longbridge, entirely within the city of Birmingham. There are also some short-trips between Four Oaks and New Street, and Longbridge and New Street.

Rose Hill Marple to Manchester springs to mind, although Marple is technically in the Metropolitan Borough of Stockport which is part of Greater Manchester, as opposed to Manchester city centre itself.

There appears to be a service from St. James Park to Exeter St. David's at the end of the morning peak... 6 minutes with one intermediate call, all within the Exeter City Council area.

If we're counting services in the Greater Manchester area, then Manchester Airport to Manchester Piccadilly, the limited number of services from Manchester Piccadilly - Hazel Grove only, the even more limited services from Stockport - Wigan Wallgate and services from Rochdale - Wigan Wallgate would also count. By extension of this, the entire Merseyrail network, barring the Ormskirk, Chester and Ellesmere Port branches would have to be counted - if you were only counting ones in the city of Liverpool, I think that it would become just the Kirkby branch of the Northern Line, and the early morning services from Sandhills to Hunt's Cross that would count. Likewise, in West Yorkshire, the Leeds - Huddersfield via Bradford, the Leeds - Huddersfield via Mirfield, Leeds/Forster Square - Ilkley, Leeds - Forster Square, Leeds/Wakefield - Knottingley and Huddersfield - Wakefield services would all go into the pot. I don't think that South Yorkshire has anything to offer, with the possible exception of anything that just runs between Adwick and Sheffield

Do the Brighton-Hove shuttles still run? Or would Brighton and Hove be considered:

    a) two areas of the same town (if you're a Brightonian)
    b) different universes (if you come from Hove)

    :)

OP ruled out London for that very reason in the very first post in this thread.

Took until page two before people started arguing about borders, boundaries and definitions of settlements. I'm almost impressed.

The aptly named City Line in Cardiff between a Radyr and Coryton via Cardiff Central and Queen St. The terminus points are about a mile from each other via about a dozen stops all in Cardiff.

Despite having six National Rail stations, there are no National Rail services which start, end and run entirely within the City of London.

It's surprisingly close to being within the City of Manchester, Gatley and Heald Green fall within the Metropolitan Borough of Stockport though.
